The new version of the IUCLID 5 Migration Tool version 5.1.2 is released by the European Chemicals Bureau (ECB), a research unit of the Institute for Health and Consumer Protection (IHCP) within the Joint Research Centre (JRC) of the European Commission. Addressing numerous inquiries, B-Lands Consulting releases the Beta version of the REACH Fees Navigator. The Interface gives a quick access to the Draft COMMISSION REGULATION on the fees and charges payable to the European Chemicals Agency pursuant to Regulation (EC) No 1907/2006 of the European Parliament and of the Council on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH). This helper will be upgraded, although infrequently, as work on that regulation is progressing. It provides a first glimpse on the different REACH fees that are to be levied by the ECHA, starting on 1 June 2008. Launch the Interface. |

B-Lands Consulting releases on its website the revisited version of RIP3.8 on requirements for substances in articles. The obsolete numbering [2005] from the original RIP3.8 on chapters, articles, paragraphs, workflows and annexes, was entirely reviewed to match the final version of Regulation (EC) No 1907/2006 (REACH). [Conversion Table]. This revisited RIP3.8 is a temporary fix to get going until ECHA releases the long awaited "GUIDANCE ON REQUIREMENTS FOR SUBSTANCES IN ARTICLES". |

B-Lands Consulting has successfully submitted in time -before 30 November 2007, 23h59:59s EU time- on behalf of its clients, applications seeking the addition of a substance to Annex IV of Regulation (EC) No 1907/2006 (REACH). ANNEX IV: EXEMPTIONS FROM THE OBLIGATION TO REGISTER IN ACCORDANCE WITH ARTICLE 2(7)(a). This service was provided for EU clients and for foreign chemical manufacturers/suppliers/trading companies for which B-Lands Consulting is acting as the Only Representative under REACH. Commission review of the Annex IV (REACH Exemptions): The deadline for submitting applications seeking the addition of a new entry to Annex IV [Article 138(4)] is 30 November 2007. Substances included in Annex IV are exempted from REACH registration and evaluation. Applications for candidate substances and preparations must meet specific criteria based on physicochemical, toxicological and ecotoxicological properties.

Agreement achieved on 30 November in the negotiations between the Finnish Presidency, acting for the Council, and the European Parliament, represented by Mr Florenz, Chairman for the Environment Committee, and Mr Sacconi, Rapporteur, with a view to adopting REACH at the second reading. At this meeting, the Commission, represented by Vice-President Günter Verheugen and Commissioner Stavros Dimas, indicated its support for the compromise package which emerged. |

Under the proposed new system called REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals), enterprises that manufacture or import more than one tonne of a chemical substance per year would be required to register it in a central database. |
